Benign breast development in a 7 year old

My Dd just turned 7 last month she is 116cm tall so she is just above the 9th centile for height and weight.
Last April she started complaining of pain in her nipples and when i felt them there were hard disk shaped lumps.
I took her to the doctor who said we would keep a watch and to come back a few months later.
I took her back in July and she said that is wad definitely breast buds but she would probably stay like this for the next few years and to come back if any other other puberty symptoms appeared such as hair etc.
I took my daughter back last week as she is now getting rounder and fuller in her chest and they passed it on to the paediatrician who phoned me back today to say this was Benign breast development but all normal a little early but it can take years and that girls are developing earlier.
Has anyboody else experienced this as i am worried for my Dd she seems so young and little for this to be happening.
My other children are all boys and didn't start puberty until 13+.
