3 month old doesnt 'coo' or babble is

My second daughter is 14 weeks old and doesn't 'coo' or babble. I think I've heard her coo about twice (around 10 weeks old) but she hasn't done it since. She makes an 'ah' noise but only when shes getting hungry or tired and usually she ends up crying soon after if I dont get to her quick enough.

She smiles and makes eye contact. She hasn't laughed yet. She's a very quiet baby. She has had a second hearing test (they couldnt get a reading from 1 ear after birth) so I know she hasn't got a hearing problem.

I know she's still young but when I read about milestones they all say she should be cooing or babbling.

Has anyone else had a child who didnt coo/babble at this age? And if so, when did they start?
