Not in my extensive experience of working with children. Perhaps I’ve been very lucky to work with educators who don’t immediately treat children named Tyler as naughty children, but as it was a very popular name a few years ago in my area I’ve worked with many of them. Some naughty, most normal (moments of naughtiness, moments of niceness, like any child).
So in my experience it’s simply not true, and just a stock phrase on mumsnet to criticise names associated with working class people.
