Tilly or Emma?

Tilly sounds like an abbreviation, infantile, in the same vein as all the Millie's, Mollies, Ellies, Poppys etc.

I would call a Tilly Matilda, personally.

Both were on my shortlist for DC2 (who was a boy!). So I like either.

Emma is a great name ;)
If I wanted Tilly I’d use Matilda as her full name. Emma Matilda isn’t too bad depending on your surname.

Tilly is OK as a diminutive of Matilda, but too twee on its own.

I’m an Emma and it’s a useful/ good name as it’s international, easy to spell, say (as in non-English speakers) and understand.

It’s not unique in my age range but it’s a solid name.

I don't think there are that many Emmas around atm. It's simple, international, classic, easy to spell - definitely do that. Tilly absolutely doesn't have the feel of a 'full' name, although it may in years to come (much as Polly does now, when it used to be a diminutive of Mary).

Matilda and Tilly for short would be nice. She might appreciate a longer and more grown up name when she is an adult.
