To make an 18" dolls clothes pattern fit a 16" doll...

Would it be easier to trace the pattern & then reduce by a cm or so until it fits right in paper before I cut from fabric?

I hope some clever soul gets what I mean!

Not dolls clothes, but I've had some luck adapting a child's sun-hat pattern for myself by enlarging the pattern on the photocopier. It seems to keep all the proportions right.

Ernest, Oliver & S have a free 18" sundress pattern: oliverands.com/free-patterns/popover-sundress/ It sews up nicely, but depending on the age of your DC, they might have difficulty managing tying the straps by themselves. I have plans to attempt adapting it using decorative elastic instead.

Probably should have said - we have an 18" doll as well as the 16" one. Thought it might be easier to reduce than enlarge it.
