yes and no.
In general yes, especially for the written rules, but no if the club is something that is open to a large group of people and the small handful of long term members want it run according to their unwritten rules based on their idiosyncrasies.

OK so the principle of a book swap club is that you SWAP books.

ie, someone sends you a book, you send it on to someone else.

I would be tempted to say "simples" here but I never do, so I won't

One has disappeared, never to return (no replies to emails/cats).

One has had the books and given one sign of life after 3-4 CATs and several emails.

YADNBU I agree with you entirely, surely if you enter into something like that with a group of people you stick with it, one person not sticking to the rules spoils it for the rest of the group.

By not joining in is, the people have effectively excluded themselves.

However the issue is holding on to other people's property (books).

I'm not sure how to handle it when personal emails and CATs don't do the trick.

Any suggestions?
