to be annoyed aat Nursery staff actions?

My ds is at a Nursery, a lovely one and I think the staff that worj with him are great. When I drop off/pick him up from there I tend to drop my dd (6months) in the office for a few minutes to save me carting her up 2 flights of stairs in her car seat while I get ds.

I did that today when I was picking ds up and as I was coming to the bottom of the stairs, a member of staff was coming out of the office with my dd, taking her into the baby room "to change her nappy because she had filled it" apparently. I was quite taken back really. My dd doesn't go to the Nursery and neither she nor I know the staff in the baby room. Plus, I think they should have asked me first! At the time, I just went with it. But when I got home and thought about it, it has really annoyed me!

Surely she doesn't know the office staff either? Find it hard to believe anyone would be annoyed that their nursery did a nice thing for them.

Maybe the office staff didn't want to sit with a stinky baby in their office!

So is this right? You know the staff in the office who you leave her with and the person who was taking her to the baby room but not the staff in the baby room who it was doing the nappy changing?
