to not want SIL to spend all afternoon on facebook when she's supposed to be looking after my babies??

I dont get time...... so what isnt she doing that allows her to?? Eldest of 3 is just 2.

In which case she would still have to fill out a tax return. All this is somewhat removed from the point.

Assuming the SIL is caring for the children in the children's home, then they are working as a nanny. They are an employee and can be told what to do, when to do it. So if the OP does not want them using the internet so much, then they impose some kind of limit on it.
As a childcarer I multi-task at times like all of us I expect. Caring for children and doing other things at the same time isn't unusual. However when something does take more of your time... laundry for example, children can take advantage and get up to mischief. Amazing how much damage toddlers can do if they get hold of a pen, paint, that kind of thing.
Sounds to me as though the OP needs to take more control, they are paying SIL so the OP calls the shots. However the hours the SIL works may be hours that other childcare is not available... I'm getting the impression care is being provided in afternoon and early evening, is that right? Childminders, Nurseries often don't provide care beyond around 6-6.30pm.
OP just tell your SIL that you would like then to not play games on facebook whilst the children are awake. Restrict internet access times if necessary, if your system allows that. Suggest activities SIL can do with the children, maybe she would like to make cakes with them - toddlers love making a mess with flour!

people can multitask - esp excellent nannies

i pop onto fb/mn/check email etc while at work - obv i dont sit at lappy for hours (unless my charges are asleep ) but i do have a check at threads i am on while tea is cooking

there is a difference between leaving yourself logged in and keep updating status/playing games

basically if you are not happy with your childcare regardless if sil, then stop using them
