To still expect neighbours to sort it?

My neighbours have a dog that barks at regular intervals through the day. No longer than ten minutes goes past without her barking. She sits in the window and is triggered very easily by anything that goes by. It drives the owners mad because the man and woman shout at the dog and then the woman ends up screaming at her too. They're always in and the dog barks when they're home. If they go out it tends to be silent after a few barks. I was due to send council logs to the environmental noise team today.

Things have been frosty for ages but the other day we finally got talking. I was invited in and the dog barked at me non stop for half an hour. It didnt take a breath. I also found out during that visit that the woman has cancer and the man has heart problems. Really sad. He also takes shopping round daily for his MIL who is elderly and frail. The woman also said the dog loves to sit in the window watching the world go by (where it barks at everything and nothing). Female neighbour also said dog is untrainable now. We left on a good note. This.was friday. Yesterday I was out all day but there was some barking in the evening. Its fine, I dont expect silence. Today is a different matter. Since my weekend visitors have left, the dog has been barking a lot. They always quieten it down when I have visitors.

I cannot go on like this though. I pay a shitload for the property and can't watch TV, read, relax in the garden or eat a single meal without it being interrupted by the damn dog barking. My mental health is on the floor to the point I've almost quit my job and I've gone on antidepressants.

Today I saw male neighbour out and asked in a very friendly way if they've done any training with the dog (I've been there a year and the dog has always barked but lately its just awful). He said no because of their health and his MIL but that he'd start this week. I did say that my compromise is that I don't mind some barking, after all its what a dog does but they need to meet half way and offered to get some dog training resources if needed. I also said i really didn't want to take this further with the council and appreciate anything they can do, but I reportedto the council mid may and nothing has yet been done by them. I was really upbeat and friendly but he was obviously pissed off.

Aibu to expect them to train the dog in light of their health?

but we can’t hear it indoors and rarely in the back garden as it like to bark round the front of the house

have you got poor soundproofing in general ?

Hi, just an update on the situation.

Someone from the council called earlier who said that what I've reported is a statutory nuisance due to the frequency of the barking, but that they have to give them time to implement training. I asked how long they will give them and they said they'd ask the neighbours to give them a time of when they'll be training the dog. I said what if it takes months and said I'd had almost a year of the barking already. If they were going to be implementing the training they would have a long time ago. He also said him and a dog warden will be visiting the neighbours.

So tonight the dog was barking again and as I was getting frustrated hearing the barking yet again, decided to go up to bed. The dog then woke me up three times. I've been up since 4.30am for work and so spoke to next door neighbour on his way back from the pub.

He told me his other dog had died tonight just before he went to the pub as the reason for dog barking. I offered my sincere condolences and told him that the council have said that the dog barking is a noise nuisance but I'd like to give them opportunity to keep the dog quiet before I officially go down that route (council officer was talking about court, but I didnt tell neighbour that). I also told him how it was affecting my day to day life, that I couldn't work because the dog barking was so frequently and that it was very much affecting my mental health.

I also mentioned that the dog sits in the window everyday and barks at everything and anything, including me going out and coming home and pottering in the garden and he agreed with this. I then suggested restricting the dogs access to the window, but he didn't say anything to that. It seemed as if he hadn't even thought about taking away the access to stop her barking so much.

Now the part that pissed me off the most was he'd said he'd be looking into starting training after I collared him out and about last week. He was very non committal when he said this, it was probably to shut me up, but tonight he said that with everything going on, he hadn't yet had chance. I dont think they have any intentions of training the dog and so this is where it pisses me off because theyre perfectly happy for me to have to listen to that barking day after day. They dont give a shit, do they?

I do feel for them losing their other dog but I also feel its another excuse not to train their barker. The council also said as part of their investigations they need to ask how long the neighbours will need to implement training and I said whats the time limit on getting that started and the council officer said its up to the neighbours. This could be going on for many more months. I'm fucked!

Plot twist, the other dog is still alive! It's madness. The other dog has just been barking outside at 03.45am, which is a rarity, so perhaps its not well, but I looked out of my window having been awakened by the barking and there the dog was, sitting out of the back garden. He told me it had died just before he left for the pub yesterday!
