To think that people should be quiet in the quiet coach of the train?

I have autism. When traveling, I always pick the quiet coach to avoid getting overstimulated.

However, the quiet coach always seems to attract those that are performatively loud! Phone calls, music, and chit chat seem are drawn to it like a magnet! If you sit there and aren’t quiet, why are you there? There are seven other carriages where you can make as much noise as you like!

I'd drop them now and just have lots of signs about wearing headphones and say it, don't bray, that (brave) people could point to...

That last sentence sums it up perfectly!

I asked two ladies having a full blown conversation at the table I was sat at to be mindful we were in the quiet zone. They gave each other a look but to be fair shut up. I was trying to concentrate on some work hence deliberately sat in the quiet zone. I even had my earbuds in to block out the background noise. Honestly people just shouldn't sit there if they don't want to be quiet or just suck up being quiet for the sake of sitting in the least busy carriage.

Law and order in society has broken down basically. Zero deterrence for anyone abusing the quiet zone of the train.
