I think he was most likely a visitor with some kind of diplomatic immunity, and, probably left the country that day or soon after. He may well have been identified and banned from the country, but it's not being made public for some reason.

It does seem impossible he couldn't be tracked down, given the CCTV coverage in that area of London.

I wonder why?
