Local Persons restriction seem a bit racist? Or am I overthinking?

We're house hunting on Dartmoor (clue's in the name!) at the moment, and we've seen a house with a Local Persons restriction on it. You have to live or work in the local or neighbouring parish for the previous five years. We actually qualify, but it got me thinking... Isn't it a bit weird that the "protected" group here are extremely likely to be white/broadly Christian. It just seems really exclusive for 2023. I do understand the idea that local communities should be protected, and that there is absolutely toxic housing pressure in Dartmoor at the moment. But ironically I live down here now because we got royally outpriced in the bit of London I grew up in. And there def doesn't seem to be any move to have Local Persons protections on various parts of London, which have been rapidly gentrified in recent times. I just thought it was interesting. Why is it that this group of white people get protected in this way?

We have had a large development built locally, and a lot of it was bought by Birmingham's housing authority, who moved people down. I don't know any of them personally, and I hope they are happy with their new houses. I hope they have found work and are learning to live with the Cornish they live among now. But there is a lot of resentment from all the local people who believed those houses were being constructed for local people when the plans were first shown.

So will those local people now vote out the authorities who agreed to all this? And where they actually told that the houses were for local people when the planning was going through?

The thing is that, no matter how worthy the motivation might be, if in fact this rule does favour an ethnic minority - which seems likely - it may well be found to be racist if challenged. That's particularly the case if they could achieve the same thing by having a primary home restriction.

A primary home restriction wouldn't work in the same way. If local salaries are low then keeping it 'local only' stop prices rising out of the means of locals.

A wealthy retiree could but in a 'primary home restriction' and claim their first home was their holiday home.

It's not new, the Isle of Mann and the Channel islands have had similar restrictions for decades.

You come from London, set up camp in a place (it's not yet clear why you have decided to force yourself on a place of natural beauty) and feel the compelling need to tell these people how to live their lives and what's best for them.

Everyone on the thread is telling you that it's not racist and that what you are proposing will harm local people. But you decide not to listen and look for legal loopholes, even though you can buy there.

Are people in this communit giving you a wide berth and hence you have decided it's a good idea to bring along some like-minded trouble makers with you? You sound like a handful. Embarassing and hypocritical

Mm, yeah. You say "legal loophole", I say Equality Act. I do get the sense that quite a lot of people on this thread would prefer that the Equality Act didn't apply to, well, most things, but we are where we are. I am a handful, and all my friends down here seem to quite like that, so don't you worry about that.

Bubblebubblebah · 15/02/2023 09:41

So is it just some affordable housing (as is common to earmark % for locals all over uk)or is it on all property?

thehorsehasnowbolted · 15/02/2023 09:46

Shh. The OP may decide to move there and start to agitate

thehorsehasnowbolted · 15/02/2023 09:49

It's still not clear what your motives are OP

I am a handful, and all my friends down here seem to quite like that, so don't you worry about that.

I would try to keep the enemy close as well, if I were them

VictorStrand · 15/02/2023 09:50

Follow your argument through OP. You remove all rural planning restrictions. What do you think happens next?

Because people who live in rural communities don't have to imagine it. They can tell you what happens next - properties are snapped up for holiday homes, pricing local communities and local staff out of the area; leaving the houses vacant most of the year; adversely affecting footfall and infrastructure usage; causing local businesses and shops to shut.

It doesn't advantage minority groups. It actually disadvantages lower income families and minority groups. It makes those covered by the Equality Act and those who are on lower incomes less able to buy houses in the area.

And the other thing that happens is developers swoop in and build all over the green belt. Again disadvantaging those covered by the Equality Act and on lower incomes as they lose access to free green space; and commuters push the house prices up even further.

What you're trying to do is open up an area to wealthy white people whilst pretending you care about discrimination. You obviously don't because you don't know what already exists to combat said discrimination.

It's always been the same. Wealthy white people get told no for once and suddenly everything has to change to accommodate them.

thehorsehasnowbolted · 15/02/2023 09:54

@VictorStrand T

he OP thinks she knows best, coming from London and has a saviour complex also

Her motives are unclear still, mind you

Everanewbie · 15/02/2023 09:58

Who are you trying to help here OP?

Are you trying to be the saviour to these villages and bestow the gift of diversity to those unenlightened primitive rural racists? Their need for hospitals, vets, schools, jobs and year round community should be sacrificed at the alter of demographic boxes?

Are you trying to help ethnic minorities by removing barriers to their free movement?

Are you weaponising knowledge of indirect discrimination to argue against something that puts limits on the abilities of wealthy people to take over working communities?

Although the purpose isn't necessarily racist it would have potentially discriminatory effect and so could be challenged by someone who was disadvantaged by it I reckon

Nothing to do with racism, that can't be used as a weapon every time. It's a common condition here in Norfolk too, it's to protect areas becoming only for well-heeled second home buyers, you only need to look at the North Norfolk villages to see the damage they do. It's been challenged unsuccessfully already.

Maybe OP is a 'human rights' lawyer after a quick buck in the name of 'equality' and helping the oppressed. She hasn't yet explained her motives or what has driven her from London to Dartmoor.

She has managed to make loads of imaginary friends that support her in her endeavour to ruin their lives though. We need to give her credit for that

Ah, you're the poster on the 'racism on MN' thread claiming that you've been personally insulted and told that you are 'abhorrent' by all the museums in the UK which don't sing the praises of the British Empire. What a surprise.

'Used as a weapon every time'

Nothing racist in Norfolk, no.

The words of musician Myleene Klass about the racism she received while growing up in Norfolk were a tough read for anyone who deeply cares for this county, its people and its reputation.
In a brutally honest post last week, she listed a string of abusive slurs she heard as a child and told how she even receives prejudice, not just in Norfolk but elsewhere, to this day.

A letter accusing an elite private school in Norfolk of racist abuse has been signed by more than two hundred pupils.
The letter, sent to the chair of governors of Norwich School, was written by three former pupils and included a dossier of examples of racism compiled by students.
The pupils say that racist abuse at the fee-paying school is often dismissed as a 'joke' with victims being labelled 'overly sensitive'.

A man who suffered racist abuse as a child has written a one-man show about his experiences of growing up as a mixed-race person in rural England.
Ashton Owen, 25, will perform his show, titled Outskirts, at Sheringham Little Theatre in north Norfolk.
It will premiere virtually on 22 March and Mr Owen will play more than a dozen characters from his childhood.
He said: "I hope the play gets people to think about what they say and do and how it impacts on people of colour."

The number of racially and religiously motivated crimes has risen by 44pc in Norfolk over the past five years, figures show.
Home Office data has revealed there were 1,362 hate crime offences recorded in the county in the year ending March 2021.

Do you think they are all making it up and 'weaponising' racism too?

The individuals who've shared their experiences?

All making it up because they want to buy up all your lovely homes?

Sure. Of course you think someone sharing their experiences of racism is lying. Of course you do.

Why not comment on the rest of it then?

Here it is in case you have difficulty scrolling up.

True. We still don't understand the OP's motivations or why she feels it's ok to harm the lives of rural people. And this tread is 12 pages long already

The Home Office, fair enough, but it would have to be compared with crimes elsewhere, not only rurally. You also have the issue of some groups being more inclined to report than others.

The 200+ pupils? I would be inclined to consider it, but there are agitators and people with agendas everywhere, even in schools

An individual writing a book or a musician? I'm naturally quite sceptical about these accounts in general, so I would need to see proof, etc

Could you comment on the links I've shared twice now?

You said that Myleene Klass was lying when she shared her personal experiences of racist abuse.

Could you confirm that you also believe that the home office, the 200+ pupils at that school, and all of the theatre makers involved in that project are also lying? Yes or no?

BTW, it wasn't op's motivations I was referring to. It was yours.

It's helpful for other posters to understand that you are consistently posting comments that deny or justify racism.
