To not do food for party

If you went to an party in the evening at a venue, around 7:30pm onwards.. would you expect food to be provided?

Yeah, I would expect a buffet at about 8.30/9pm. I've never been to a party at a venue and there not be food. Even if it was in a house id expect food!

Be sure to put it in the invite that it is an after dinner event.

It's not about budget it's because it's a surprise party it will be very difficult to arrange food and the venue doesn't offer it

7.30 - yes, either a full meal or tonnes of nibbles / grazing boards / snacks.

Yes. Otherwise it's just going out for drinks. If you are paying for the bar and don't want to pay for food, maybe just be clear that you are inviting people out for drinks. (And food is available to purchase....or start later when people have eaten).

I wouldn’t have any kind of party that didn’t have food, especially not at 7.30 which is a reasonable adult dinner time.

7.30pm yes I'd expect a buffet. I think it would have to be from 8.30ish for me to accept there'll be no food.

I would 100% expect food of some sort & would not be at all interested in doughnuts at that hour.
Get some pizzas delivered?

Yes definitely, if it’s a proper party rather than just inviting people out for drinks at a bar. Why will it be difficult to get food in?
