He's 46, with no previous employment in the UK. He doesn't drive. CV isn't great for the british labour market. His English is not the best. And he's got physical health requirements which rule out physically demanding jobs.
The problem here is you / he think he can enter the job market at a wage above minimum wage. Given his situation, its not realistic.
The big tell here is you've admitted its YOU not him who has applied for the jobs. That alone says he's not got the ability/experience to do a hell of a lot of jobs which will involve some kind of input into a computer system / navigation of social situations in a UK setting.
The reality is you have to start at the bottom and work up if starting out fresh in the UK. Lots of well educated and professional immigrants who have a skill set which is more sort after than shoemaker struggle when they first start here.
He should be applying for these jobs - if only to get some practice. Even practising reading and writing in English is value. You aren't doing him a favour in applying for him if he is seeking a job above min wage.
Yes it sucks. The problem isn't getting a job. He could absoluetely get a job if he needed just any. Its never been easier to get any job. The problem here is going for a job that others are applying for and he's always going to come in as one of the weakest candidates.
It doesn't look like you have a tried applying for hospitality jobs - thats where he will find something...
