AIBU to be obsessed with strange repetitive litter in neighbour’s front garden?

Lighthearted Help me out, Mumsnet. I’ve become obsessed with the unusual repetitive litter in my neighbour’s front garden. (Name changed for this thread cos outing)
Who would be leaving a burnt out tea light and two pieces of neatly folded kitchen roll in a bush every day, and WHY?? Can you help me uncover the reason for it?
Here’s the context. I live in a naice small town outside a larger standard English town. My road leads to a main road, and one of my neighbours has a house on the corner, with its large front garden facing the main road. The garden has a big hedge, trees, lots of vegetation and is bordered by a low brick wall. In a small gap surrounded on the inside be vegetation (thus screening from the view of the house) someone is leaving the same pieces of litter every day! Every day, one or two pieces of neatly folded kitchen roll (no food stains…yes I’ve checked) appear in the same place… sometimes accompanied by a burnt out tea light. This has been going on for months!
I often pick up litter from my road/surrounding roads because, you know, right thing to do etc, and so I often pick this litter up and dispose of it. Then it keeps coming back! Every day! This week I’ve been planning to ask you lot - and it’s just the kitchen roll and no tea light. Last few weeks I’ve seen paper every day and a tea light every week or so. It’s on the walk back from the school drop off so I see it every morning.
And yes…here’s a photo!
The owner of the house is a frail old man I know to say hello to but that’s all.
So…what could it be? Give me the reasons!

Weirdly my first thought was something was buried there. Likely a pet. The tea light is to remember them, maybe the cry onto the paper towels and fold it up as a gift to their dead pet. In a 'I still remember you' kind of way. I have diagnosed OCD, and I do repeat things without any logic and I feel like this is something I would do.

Yes but how can I set up a camera in someone else’s garden… it’s not even my next door neighbour it’s like six doors down…

Hee hee! No I never did. The tea light holders have stopped, and there are now far fewer neatly folded pieces of kitchen roll, but I do still pick them up and throw them away regularly. I think it’s just someone walking to work, eating their breakfast, and throwing their napkin away at the same point in the walk every day. Still irritates me that people can’t take their litter home or just put it in a bin (there are public bins barely 30m in either direction)… who knows, hey!

The picture shows some pieces of foil at the back with black stuff burned onto them. That looks like heroin being burned.

This is a bit random but has tea lights disappearing from our house every night for at least a month. We both assumed that we (partner and I) had disposed of the used ones and replaced.

But we hadn't touched them.

Friends were all convinced we were haunted until I went to a part of the garden I never used. Piles of tea lights abandoned.

It was mice. Coming in and taking the tea lights to eat the wax Confused they left them in the same spot. Not sure how this relates to the kitchen roll but thats my experience of random tea lights
