AIBU to be obsessed with strange repetitive litter in neighbour’s front garden?

Lighthearted Help me out, Mumsnet. I’ve become obsessed with the unusual repetitive litter in my neighbour’s front garden. (Name changed for this thread cos outing)
Who would be leaving a burnt out tea light and two pieces of neatly folded kitchen roll in a bush every day, and WHY?? Can you help me uncover the reason for it?
Here’s the context. I live in a naice small town outside a larger standard English town. My road leads to a main road, and one of my neighbours has a house on the corner, with its large front garden facing the main road. The garden has a big hedge, trees, lots of vegetation and is bordered by a low brick wall. In a small gap surrounded on the inside be vegetation (thus screening from the view of the house) someone is leaving the same pieces of litter every day! Every day, one or two pieces of neatly folded kitchen roll (no food stains…yes I’ve checked) appear in the same place… sometimes accompanied by a burnt out tea light. This has been going on for months!
I often pick up litter from my road/surrounding roads because, you know, right thing to do etc, and so I often pick this litter up and dispose of it. Then it keeps coming back! Every day! This week I’ve been planning to ask you lot - and it’s just the kitchen roll and no tea light. Last few weeks I’ve seen paper every day and a tea light every week or so. It’s on the walk back from the school drop off so I see it every morning.
And yes…here’s a photo!
The owner of the house is a frail old man I know to say hello to but that’s all.
So…what could it be? Give me the reasons!

But why would someone walk to a stranger’s garden daily to dispose of their wax melt debris from their house? The purpose of wax melts is to scent a room, so would be pointless outdoors.

I'm really naive and sweet and innocent, but even so, my first thought was drug related. My only drug knowledge is from tv and film, but don't druggies (said in a Les Dawson fishwife way, the way old people say 'lesbians') use tealights to melt stuff in spoons to inject? Is the kitchen roll used as like a mini oven glove to hold the hot metal teaspoon?

You need an outdoor trail-cam!

What about setting up a trail cam? We have a wildlife one in the garden. You can set up a timer and ours does videos as well as stills

Mini oven glove! Love it! I was thinking something clean to put syringe on, but think oven glove likely. I wonder if they are a functional user, like normal, but sneaks out to use at night? I'm sorry if I offend anyone with my lack of terminology or insight x

OK, so kitchen roll was multiplying in our back garden and I couldn’t figure it out. Turns out DP was using it in the kitchen to pick up nocturnal slugs who’d wandered in, and flinging them out of the kitchen window, but never clearing up… And obviously the slugs scarper but the kitchen roll stays.

No tea lights, though. Perhaps your slugs are more romantic than mine.

Ooh it could be. But it’s a totally overgrown front garden of a person who is absolutely not garden proud.

I did think drugs for ages, and even googled about what you might melt over a tea light, but, it’s in a totally exposed narrow pavement opposite an old police station where there are still police offices, so it seems like a really uncomfortable place to take drugs…

Agree. I kept thinking it was drugs but they are totally clean, neatly folded kitchen roll… it must just be someone having breakfast every day and leaving their breakfast-holding paper behind… but… whatever it is… who just randomly litters in the same place every day!? Just weird!
