I have worked in Qatar. It is not a particularly tolerant place but most of the intolerance derives from migrants from Egypt and other Arab countries, not the actual Qataris who prefer to live and let live. For example, it's illegal for a Qatari to drink alcohol but many of them do so at home in private. The general laid-back attitude means that a few religious conservatives can appear more influential than they really are, because they are the squeaky wheel making all the noise.

A friend of a friend is a pilot for Qatar Airways, and tells a great story about a (male) colleague, who regaled him with details of the previous night. Apparently he he received the best oral sex of his life ... from a man.
