Cheap brother-in-law?

My bil got me in the family Christmas draw. We have a £50 limit. He just texted me asking me to pay the postage on my present because it goes £15 over the limit.
Next year do I ask for a £35 present to account for possible postage and wrapping?

Is he being cheap?

You are being a CF here! £15 isn’t a few pounds. Why express delivery?

YABU.

If the agreed budget is £50 that should be the total amount, including shipping costs. If you have asked for something which costs £50 + £15 shipping he probably thinks you are a CF and he’s justified in asking you to pay the difference. I would do the same.
