I have a next door neighbour who is odd. He shouts a lot and just is strange. No learning difficulties that I can tell.

We have our wheelie bins all lined up outside our walls on the back alleyway. He has just moved his bins (all three of them) outside my wall. I can't see them from my house because of the wall but AIBU to be pissed off?

That’s what I came on to say. Op do you mean there’s an alleyway behind your garden walls, and he’s pushed the bins behind your wall rather than his? If so I’d either push them back or put your own bins behind his walls. Or if you can wheel them even further down outside someone else’s wall so he has to walk inconveniently far to get to them

He never puts his black bin out to be emptied, so the lid won't even shut and there's loads of flies round it. He moved the bins so he could put even more shit out in the alleyway it seems.

I get pissed off because of the constant smell of weed drifting over too when i've got washing out. They're scruffy bastards and they alley is often strewn with their mess.

If his bins are creating a health risk and they are creating mess in the council alleyway report them to the council and environmental health. Where do the bins get emptied, do you have to wheel them from the alley to the road.

YANBU we have the same set up. Back alley with bins. I make sure I keep the area around my bins tidy eg cut the grass and remove rubbish to make it easier for bin men. It would really annoy me if NDN suddenly added two more bins next to mine. While it's council property, I feel there is an unspoken rule to maintain our bin areas and wouldn't like my area to be cluttered. Everyone has a space in the back alley and should stick to it!

What bins are parked outside your walls if he keeps his black bin elsewhere?

Ok, I was just confused as usually black bins that have flies round smell pretty rank.

OP, I wouldn't like the smoke either. Some people in life drip feed, it's how they are, they get annoyed, it's how they are, not everyone is the same.

I don't think asking him why is going to work in this situation, you told us why, he erm not full of energy due to being under the influence, so has refuge issues. This situation will not change. I am sorry when someone like him lives with children, they have not sorted out whatever they have going on, hence the smoking. Some bounce back from bad experience and some like yoir neighbour don't. He could have had a bad experience as a child with a teacher, football coach or scout master, we don't know what he is trying to escape in his mind, he has turned your home and his into Stig of the dump because someone out theit rubbish on him when he was younger and he is doing the same as was done to him.

He's moved the bins to the other side of the gate according to your diagram.
It's definitely for easier access.

I’m petty about bins so, going off the diagram, I wouldn’t like it either. Just go move them and spread yours out more.
