Who is in the wrong?

I've named changed for this. Writing here as I need to take the emotion out if the situation.

Car A waiting at a junction to turn right, protruding over the give way lines.
Car B driving on main road, slows to see car A at the junction. Recognises that if car A had no where to go if they were to let them out due to traffic on the other side of the road so continues on driving around car A. Car A proceeds to turn right and hits the side of car B.

I'm not too sure I've explained it clearly but can clarify if you need it.

Was car A coming out of a road on your right or your left?

Wrong to pull out if there's oncoming traffic. People can flash as much as they like to let someone out, but it's that person's responsibility to decide if it's safe. If not, ignore the flashing lights.

He was on my left.

@TonMoulin yes, he's being exceptionally difficult about it, initially refusing to give details. He also shouted and threatened a witness so they drove off before I could get their info.

Car A is wrong in every sense. They can only leave the junction once it is clear to do so. A car in the far lane flashing them doesn't oblige a car in the near lane (Car B in this case) to allow them out. They shouldn't proceed unless they have a clear route.

Don't worry about getting the witness info you don't need it it's a very straightforward matter and his insurer will have to admit liability whatever he tells them.

Car A doesn't have a leg to stand on.
It it's extremely unlikely that someone on the other side of the road would flash them out it's just ridiculous. Even if someone did and admitted that it's still car As fault.
You were correctly proceeding in your own side of the road.

Don't stress about his attitude he's just a dick. His insurance company will be paying out your damages either directly if you approach them or when your own insurers requests the costs back. Unfortunately you're future premiums will increase as statistics say you're more likely to be involved in a further accident. 🤷🏼‍♀️ (just to clarify from a PP you can't claim this back)
If you or the DC are stiff or sore in the next day or 2 make sure you get checked out.

Flashing has no legal authority, you should never make a decision on someone flashing you, you haven't a legal leg to stand on.

Thanks to everyone who commented. I think because of how he behaved after really left me doubting myself. It helped to take the emotion out of it and relay it as accurately as I could.

Op. ignore if you are not in Northern Ireland but this story where police are looking for witnesses seems very similar. 12 year old boy cyclist and a van.....
