Surely a simple test is that you spend more on food than alcohol (or any other drink)?

Depends - proper scotch egg with salad is about 350 calories. That's a normal lunch amount.

In All Bar One I could spend £8 on a glass of wine with my £5 lunch. Alcohol costs more than food here

Looks like someone in Government has finally decided to Google the legal definition of a substantial meal, and came across the concept of a "table meal", meaning a meal that an 16 year-old can eat in a pub with a beer.
It's pretty well anything served at a table where the customer sits down to eat and drink.

All the pubs round here will be offering 'Johnson Special' menus - eg 'cheese pizza' for £2, or hot dog and chips for £2.50.

And I don't blame them a bit. They have jumped through every single hoop to protect customers and continue trading. Yet they are being screwed, again.

Actually if a “substantial meal” could be dictated by MN then all the pubs would need to do is whack out a few carrot battons and a thimble full of humous to stay open.

Your reasoning is faulty. On the rare occasion I’m not driving I like to drink nice wine which is usually much more expensive than the food. That’s what we choose to splash out on - the food is much more substantial than the drink but the wine is of a higher quality and therefore more expensive.

I’d agree actually - a large glass of house shite is usually about £9 - a decent glass of a decent size is nearer £14-£15. Wine is pricey.

Oh I’d love a scotch egg now, I last had one when I went for afternoon tea (before lockdown) and it was bloody lovely. Still warm, runny yolk, and the outside was so crispy and delicious! Nicest scotch egg I’ve ever had. Ummmmmmm

Don’t get me wring you can probably buy a bottle for about £22 - but if drinking by the glass in a gastro pub (that serves a substantial meal that’s a pretty typical price. Even in a not so nice pub you’re talking maybe £7.50 for a large blossom hill or something crap like that (and yes you can buy the whole bottle from an off licence for that much).

The judgment in the substantial meal (scotch egg) case is out today with victory for the litigant, thankfully.

The 12th April or later re-opening of hospitality announced recently made it clear that the substantial meal requirement will not exist, just insistence on table service.
