Would it be wrong to have a cup of tea.

Tea is more cooling long term than ice-cold drinks, it warms you internally which increases that rate of heat loss from your body and hence you feel cooler.

I would contact the police to be honest rather than the Dvla. It will most likely be dealt with quicker and if this gentleman is anything like my FIL letters from the DVLA may well be ignored.

I live in a very hot country (40ish degrees for the past month or so) and drink tea all the time. It actually cools you down as it makes you sweat (and I can't function without a cup of tea!!)
