If someone calls someone 'sweetcheeks' what does that mean?

I always took 'sweetcheeks' to refer to a smiling face. Those cheeks, not the other sort.

It's vaguely rhyming therefore sounds good.

If a stranger called me 'sweetcheeks' it would be incredibly rude, but on a loving card from mum to daughter - absolutely fine.

It's a slightly slangy term of endearment, means you look good enough to kiss. Not the nicest term around but usually said affectionately.

As many others have said, it's a term of endearment as far as I'm concerned. Voted YABU because without context it's impossible to tell. A card for your daughter? Very obviously a compliment.
A comment from a leary old bloke in a pub? Very different.

I’ve never thought of it that way! I sometimes call my daughter ‘sweet cheeks’ as she has the sweetest, chubby little cheeks. Maybe I’m naive 😂

i called a guy i am attracted to sweet cheeks in a flirty manner hes reply was don't call me that again and then a few minutes later he said he didnt mind but i feel mad now that i said it. what should i do now.

In S Yorks it’s definitely a term of affection. It’s like being called Love or Sweetheart, or Hen in Glasgow or Pet in Newcastle. It’s not intended to be offensive, but if you’re the type if person who is offended by those, then Sweetcheeks isn’t for you Flower.
