I've no idea. Pic 1 is it in position as found and pic 2 is it on its own. There's no wires or clips to suggest it should be attached!

Is it a tracker? Should I be worried? Is the cat going to explode?

If it's a pest repellant - maybe a previous owner (or the garage!) has a rat/mouse issue so it's in the car to prevent animals entering the engine block for warmth and ending up grilled?

Pest repellent sounds likely, my father once had rats nesting under his bonnet, they had torn into the insulation and made a nest on top of the engine.

As someone who had a mouse problem in her clutch (DF left a bag of grain in the back which mice stole and stored in the clutch and surrounding parts) a pest repeller is a fab idea for cars! Also had a mouse chew right though a seatbelt. The joys of rural life.
