I think there's confusion between a photocopy which isn't allowed and a certified copy which is what you have, if you don't have the original.

The paper type will answer your question. If it's plain white, floppy A4 then it's a photocopy produced by you. If it's on thick, cream, watermarked paper then it's a certified copy.

I've just looked at my certified copy and the actual details bit does look like fuzzy photocopying (because it is, I guess), but the paper is thick and there's a footer with a stamp and date the copy was made. Watermark is crowns.
