Mashed potato?

Mixed in, sprinkled on top and then in the oven or both?

What are you making? If it's just mashed potatoes then no cheese. If it's a topping for fish pie then a sprinkle of cheese on top then grilled until the cheese is melty and crisped on the edges.

Depends how cheesy you want it to be — very cheesy=both; ,
less so= just on top if you want a nice brown bubbling crust,
or just mixed in if you want to dish it up straight away.

As a rule of thumb I always think when it comes to cheese, the more the merrier. There isn't much that can't be improved by cheese. I'd go for in and on. And maybe next to as well.

It's as a side dish nothing fancy, chicken Kiev and roast carrots.

DH was in the kitchen with me and I had done the mash with cheese mixed through and then went to put more on the top before finishing in the oven and he called me excessive and now we are debating the correct process and amount Blush what sad lives we lead.

Ha! OP - the first argument DH and I ever had was over mashed potato. Apparently I over mash it but he likes a few lumps. Obviously he is totally crazy and wrong, but it's clearly an emotive subject for many!

Rather too much protein and fat, methinks. I'd be mixing in herbs/parsley and olive oil if needed .... certainly not butter with a kiev nor cheese.

Neither. Would never put cheese near mash because if I have mash I invariably have gravy and gravy and cheese does not seem a nice combination to me.
