Toilet Accident - 6 year old having to wait to use toilet at lunchtime

My 6 year old DD, year one, was upset and embarrassed at pick up today because she had pooed herself a bit due to being made to wait to use the toilet at lunchtime. Apparently there were already two children using the toilet so she had to wait. Fair enough, they're probably understaffed and don't want lots of children messing around in the bathroom, but the result of this policy is that my DD ended up with shit in her knickers all afternoon - and she was left feeling unable to tell a staff member, no doubt as her confidence in them will have taken a hit after the accident being caused by them in the first place.

I know they're stuck in between a rock and hard place really, but would IBU to complain?
Surely they either 'find' (hard I know) someone to accompany them, year 6 prefect if need be? Or just let them go to the toilet when they need to!?
I know it's a big jump from reception to year one and she'll have to learn she'll sometimes have to hold it, but "you should have gone at break/lunchtime" is what we were always told, and it was lunchtime, so what's a kid supposed to do?

Just hopping on to confirm that the OP's a long-term member of the site.

Obviously we've had a fair few trolls on this subject in the past so we can understand why everyone's immediately suspicious, but we always ask that you report to us, rather than calling troll on the thread.
