WIBU really.

I live in a council tower block, standard entry phone system at main doors. I've lived here a fair few years.
Couple years ago new neighbours moved in. Originally it was just mum and 2 dc. Then a sister moved in, and another, one sister had a baby, grandma appeared to be living here too. I think grandpa lives there too, or he at least comes and goes ALOT.
So it's a 2 bedroom flat with up to 5 adults and 3 kids living there.
This of itself isn't a problem except the rubbish piles up fast (they pile it outside their front door and take it down to the bins randomly) and they are constantly doing diy which results in mess noise and debris strewn all over the communal hallway for days/weeks.

My biggest bug bear though is the fact that they have one door key.
One entry fob for the front door and one physical key to the flat. You can get second or third ones from the council for £15. Instead, they buzz my door and ask me to let them in.

This regularly happens at 8/9pm and last night 3 times at midnight.
Im a single mum with 2 dc 6&4 who are asleep at those times.
I've asked and asked them not to buzz my door, I've even asked why they don't buzz their own number.
They usually stop understanding English at this point but speak it perfectly when they want something from me (like a delivery taken in)

I'm now at the point of having to turn my buzzer off when the kids go to bed and turn it back on in the morning.

I'm certain they aren't supposed to have that many of them living there and that's why they won't go get more keys.
Would you report them?
WIBU to report them to the council?

If it's a council flat they could be breaking their tenancy conditions if they're overcrowding the property. If you've tried talking to them - and it sounds as though you have - and got nowhere, then I'd personally report them. The constant buzzing is bad enough, but the rubbish is a health and fire hazard, which you do NOT need in a tower block.

am I the only one thinking 'turn off the buzzer' has the potential to become the new 'cancel the cheque'?

OP just stop doing them any favours ever. They'll soon learn not to bother asking/buzzing you in the first place.

Turning the buzzer off seems sensible but there could be circumstances in which it might be needed such as an emergency and the OP shouldn't really be doing it (I understand why they are).

Report them but make sure you don't mention the language "barrier" otherwise that's all they're focus on.

Complain about the fact that they're leaving the rubbish to build up,it's a fire hazzard make sure you mention that if they don't!

Complain about the fact that your being harassed,buzzing you to let them in at midnight with the fact that your a single women with young children(as far as many councils are concerned that would put you into a vunerable group)use the councils own terminology to make them take it seriously!

Complain about the mess from the DIY left all over the community hall because that's a health and safety hazard!

Ask the council how long it will take them to deal with your complaints and make sure you get the name of the person who is dealing with your complaints,get they're extension number if you can(not all councils will provide them but lots do)ask what team will be dealing with your complaints.

When you ask a few questions of them it gives them the impression that you're going to keep contacting(bugging)them and that way your complaints are less likely to get "lost"

YES- this ^

I'm pretty sure that you aren't legally allowed to do DIY in a council flat (a lick of paint, fine; knocking down walls, adding cupboards and wardobes - anything in fact,, which leads to lots of noise and mess and a change in the structure of the accommodation - NO!)

All those people saying...that the number of people living in the flat is not relevant etc...it's bloody well relevant in the event of an emergency...such as the Grenfell fire. Knowing how many people to look for IS vital for the rescue services.

What country are they from? This would make a difference to me, I wouldn't report a family that could be refugees. I wouldn't want to be responsible for splitting up the family. The DIY work could be them making an extra bedroom. I might threaten to report them if they keep buzzing, or I might get them fobs and keys cut as a Christmas gift if you can get it done cheaper. It's always wide to keep friendly with neighbors when you live so closely.

Yes lets ignore the conditions that the Mother and children living there could have had enforced on them.

I'm sure that they don't enjoy the Adults coming and going at Midnight.

I agree, re Fire and that you don't know if the 'DIY' is actually making the flat unsafe. They could be splitting rooms into two, so that there is more privacy, though.

Like it or not, that's not our Standard of living in the UK with children. We have occupancy laws for good reasons.

Report them and insist the council acts to remedy this. Living in a flat requires co operation from everyone,just one family from hell is enough to ruin it for many.

Curious. Get over trying to make it a Racial issue. The Op’s on her own with Kids, she doesn’t need that sort of behaviour from anyone. It needs reporting if people are living there that shouldn’t be, how do you think Terrorists survive they go out of the System like this.

To my knowledge refugees undergo a very serious scrutiny and the allocation for their accommodation needs to be well documented. So if they are living there like this, it's illegal and needs to be sorted out.
Christmas gifts - first of all, a fob isn't something you can just replicate, it's a security feature. Second, the best Christmas gift for an anti-social family like that is to get them reported and sorted out.
