Call the Police. Get him to stop ASAP if you feel you can say something to him.

Definitely take progress pictures for when the police arrive.

If you have a parish council, it's probably up to them, if not, the council. I rang the council about a dangerous tree near my house - they told me it was the parish council I needed to speak to, not them.

Go out and ask him if he’s got permission and/or know how about tree pollarding before calling anyone.

Looks like that tree belongs to the council OP.
He will be getting a big fine I hope and paying for a replacement.

Council might've given permission if it's land they own. Also the tree having a TPO or being in a conservation area does not prohibit felling or extensive work, just needs to have council/LPA consent (as well as that of the landowner, with the odd exception).

There may we'll be information on your Councils website about which trees have TPO's on them any any planning permission granted to cut or prune them?
Anyone thinking they can get away with cutting down a protected tree because it's a Bank Holiday weekend is going to have a surprise when their neighbours collect evidence and report it....

It’s bird nesting season. Unless he is certain there are no nests in the tree (eg he’s had clearance from an ecologist) he’s breaking the law regardless of whose land it’s on. Unlikely to have a TPO at that girth. TPOs normally given to trees with a girth of 1m+.

I’d call the police and speak to the Wildlife Crime Officer.

I am so relieved to see this photo - from the title, I thought you might be our NDN. My DH has been out in the garden trimming down shrubby trees (with no birds nests in them) ready for the fencing he's planning to do tomorrow. NDNs not that happy about the fencing I don't think (it's all completely legal), and I suspect they're not going to be happy about the shrubby trees being gone either.
