I don't think anyone has mentioned formal rules though. As far as I am aware Op has no say on legislation relating to speech.People are free to use that word, I can't stop them, but I am also free to hold a negative view about people who use that word knowingly. I have been listening to the debate by Ricky Gervais recently he is very interesting on the subject.

just as we are free to hold a negative view of you for taking a negative view of someone because of one word that is fine to use, if you use it in the correct context.

Some of you just don't understand how language works, which is fine, but you really shouldnt judge others because you don't get it.

Maybe I'm ignorant, but I've never regarded 'retard' as grossly offensive. It's an insult but I don't regard it as unacceptable in the way 'nigger' or even 'spaz' are, and I was under the impression Americans regarded 'retard' as offensive in a way Brits don't.

Oh, there's a whole army of authoritarians gagging to be the the ones to decide. Of course, they don't factor in the unintended consequences, such as those cases where it becomes impossible to refer to a biological male as anything other than a woman because the politically-correct have decided that ideology trumps science.

I do hope that unfounded rant wasn't aimed at me, because its both inaccurate, rude and inane.

I'm sure you use words that are upsetting to others. Everyone does. I try hard not to but I'm sure I do, although simply being upset by something does not mean you are right (many people seem to be uspet by us calling men men, doesn't mean we should start calling them women though).
But could you maybe answer who you think it is should decide the list of what words that are allowed, and how it should be policed?

All of those terms are already in use - have a read of the Delhi Times & see what they refer to their neighbours in Pakistan as.

Slut isn't even a swear word as such and it still means what it always has!

I agree with the OP. I think the world would be a better place if people stopped using words that describe one group of people as insults for another.

We could start with using 'girl' as an insult when directed at boys or men.
