What's odd is that whenever there's a fire they say "Call Fireman Sam", not "Call the fire brigade".

It definitely makes sense for Normans to be Sam's ! Maybe there's some bad feeling between Trevor and Sam so half of the trouble he causes is deliberate?

I want an episode where Norman gets hauled up in front of the local Magistrates for arson and ends up revealing that he was colluding with the Pondypandy fire service the whole time to enable them to get more funding for better equipment. No way would one fire service in one small Welsh village have all the fancy equipment they do otherwise!

I think he knows. Station Officer Steele left when he was Elvis was young. Elvis was struggling to get a job due to lack of qualifications so Elvis's mum asked Station Officer Steele to put in a good word for him at the fire station. He got him in but he was hopeless at it so Station Officer Steele is ashamed and won't let Elvis call him dad at work but can't bring himself to fire him either, so there he stays, being a liability.
That's my theory anyway
