Now there is background here of SS involved with a family member. But simply saying you are doing your best for your children is not a get out clause. Sometimes your best is not good enough.

If the genuinely are doing their best and the children's needs are still not being met then they need more support even if they are already getting 'loads'. It will still be cheaper and better for the children than removing them from a home where their parents want to look after them well but can't for whatever the unspecified reason is.
