Silva is the most common Portuguese surname. So, Caucasian.
It's also frequently used by people from Goa, as well as some Indian/Pacific Ocean islands, because of the Portuguese settling/occupying/doing trade there.
There are many Portuguese immigrants and their descendants in the US, including the infamous Devin Nunes, although I think he has more US generations than Trump.

Does Trump realize that the foreign press have reporters in the US? And that CNN isn't so important, by comparison, abroad?
That's why Fox News doesn't get so much projection abroad. People can compare.

Inside the US, CNN’s reporting is protected by the First Amendment and the courts. Outside the US, US-affiliated journalists do ultimately depend on the protection of the US government. Trump’s words are a direct attack on those international journalists' freedom & even safety
