To think council should replace floor?

Just moved in and flooring in kitchen is vynl but isn't even stuck down anymore..
Falling over it all the time..
Is it the councils duty to replace it?
Quick enough to take the rent but happy to leave us tripping over loose flooring.

Provide it for their tenets as i doubt people would rent a flat if they had to pay for flooring

I don't think private landlords are required to change the flooring because their tenants doesn't like it Grin
At best they will put a bit of blue if it's lose, and that's it! Its hardly cost efficient for a council to send someone to fix something when it would cost a few pounds to do it yourself.

No wonder so many councils just strip the place, so they protect themselves from complaints. Isnt' that sad?

Small price to pay for security of tenure.

You can't expect private and council/HA to operate exactly the same way - because they're not the same.

When I was at the poorer end of society (and far from poorest) I was renting from the cheapest private properties - but still whole flats not shared. It wasn't unusual for them not to have flooring in places. Or interval doors. Or adequate heating. Or a landlord who would answer the phone, would send someone out to look - and was in fact answerable to anyone.

On this occasion it was because the tenant "didn't like it"
It was because it was unsafe and apparently it is their job to fix it so why should I ?

don't complain if they strip the floor, remove the vinyl completely and leave you with bare surface. At least it will be safe

Adhesive spray is rubbish I bought some when I was laying the underlay to the floorboards and it would jam up the hole it came out! In the end I got some good quality craft double sided tape.

Hope the council sort it for you.
