Have you ever seen next door?
could it be the builders own it, hence why they did things so fast, and they bought it to rent out?
If so that could be why you haven't seen them, because you did and just didn't realize.

I dont know if this has been suggested (I have tried to keep up but...!) It occurs to me that perhaps the neighbours have actually sold up....to the 'builders' who are hoping to turn it around quickly (before anyone notices the window/door). In which case the neighbours wont be back anytime soon. Sorry if its been suggested already.

I think NDNs are oligarchs from Uzbekistan or similar, which is why NSK Ken thought she might be Chinese.

They have bought the flat, started conversions, but now, on a whim, have abandoned it.

The flat will stand empty, like so many mansions in that there London, that one reads about.

DP and I have also (and I'm in no way blaming the gin for this) decided that a pleasing resolution to this would be for MNHQ to relocate, operate from the CFNs' flat, restore the building to its former listed glories, and appoint OP as a team member...in recognition of her saga increasing global membership. There is no way that any new owner of that flat is not going to be pursued for rectification.

I live in a grade two listed property. Some 25+ years ago someone knocked the back about a bit and added a conservatory against regs. When we bought the house, we were talking to planning quite seriously about various things we wanted/needed to do, and I mentioned the conservatory.

They told me that as it had been done by the ownersj-before-the-last-owners so long ago that they would not pursue us to rectify it, but let it stand. However, if it had been done more recently (say in the last 10 years) they would pursue us and make us rectify it even though it had not been us who did it.

We would be free to pursue the people who did do it ourselves for reimbursement, or pursue our vendor who could hten pursue the culprits herself.

Just caught up, surely it would be the Mablethorpe Massive. I don't live too far away, in Lincolnshire but my DH knows Mablethorpe well and he's taken me there a few times. I even have a photo of the beach donkeys.
