Aibu to think the council should clean your house before you get the keys?

I'm so sad today,got the keys but it seems totally impossible.
Everywhere is dirty,muck everywhere,the walls are scruffy,the skirting boards and doors are a horrible dirty yellow (that the white has turned into )
I don't have anyone to help me decorate so it's all on me.
I just feel sad

I'm sorry it's in such a state and fine to feel sad. Just because lots of people face things and councils are struggling (both true) doesn't mean that it's nice for you.

Have you got plenty of photos so that you know when you move out what it was like?

Sorry, but every house I have moved into- council, private rent and bought have needed scrubbed and decorated.

The home I am in at the moment also had a nasty surprise of a £2000 roof repair that needed doing.

Houses always look horrible without furniture in them, dirty and tired.

A clean, paint, your stuff in and it wlll be grand.

OMG stop moaning! Your bathroom especially is actually really nice. The whole place is perfectly habitable and completely empty so decorating will be as straightforward as it's possible to be. I have seen FAR worse than this.

honestly - no different from this house when I purchased it

it doesn't look dirty at all just dated - part of moving in is planning how you are going to tart it up - lick of paint and it'll be fine - try DIY on a budget on FB!
