Hair dye

would you let your 13 1/2 yo have her hair dyed?

I don't have a problem with it, it's just hair... My daughter is desperate for highlights, she's 14. Every hairdresser she visited won't do it though, as they say she's not old enough, even with my permission and me in attendance.
Why would that be?

Yes, I was about that age. However, I'd probably encourage the temporary dyes
