Which dog owner is in the wrong?

Dog owner one takes her dog to the community park on the way to somewhere else (not the kids park part BTW but fields and gardens). Dog one is barrier reactive to other dogs if they run at it in a bonkers giddy but not nasty way. Dog one is fine with other dogs off the lead but will chase squirrels so on lead in this area.

Dog owner two comes on to the park and sees it as a place she can let her dog run free. One of the only places she can. She let's her dog off and it runs round the park repeatedly running at dog one who then diving about on a short lead and being a pain for owner one. She tries to shout him back but he doesn't come back and keeps running at the other dog for the entire walk through the park until dog ones owner leaves.

Is dog owner one at fault for taking their dog on the park when they know they might encounter off lead dogs who will run at them.

Or dog owner two for not having control of their dog.

Dog owner two is at fault. A dog off a lead should be well trained enough to respond to recall.

Dog owner one has her dog on a lead & under control. Dig owner two does not.

Dog 1 is on a lead obviously doesn't like other dogs approaching his space
Dog 2 should be put on a lead if he is bothering other dogs

Dog owner 2 is at fault. A dog should be under control whether on or off lead and clearly dog 2 was not under any control.

If dog 2s owner has no control over the dog, that they have no re-call, then they shouldn't be off the lead. Therefore dog 2s owner is at fault in my eyes.
My dog is always on the lead as she doesn't like other dogs. Her number 1 pet hate is dogs jumping at her, and invading her personal space.
Other dog owners should not let their dogs approach a dog that is on a lead, regardless of the reason they're on the lead.

Dog owner 2, ish, but if recall is poor and she didn't see you, but dog is not aggressive off lead, possibly difficult to get it back immediately. She should have made more effort to put it back on lead.

Dog owner 2.

I have a leash reactive dog. Off lead she is absolutely fine with all other dogs but on lead she barks and gets riled up. For this reason when she is on lead I distract her with her toys or treats when other dogs are in the area offering constant positive reinforcement but by god it grinds my gears when others just laugh and let their dog continue to approach my girl. Once is fine, dogs and owners aren't infallible and things happen but allowing it repeatedly when it's obvious a dog is upset and the owner is trying to keep away from yours is downright rude.

For that reason in any parks to be fair I do have my dog off lead, but she never approaches other dogs unless they approach her first and has impeccable recall (apart from one time over a year ago when a rogue angry ram actually chased her...). If she wasn't so well behaved off lead I wouldn't have her off lead until she was better trained.

I always put my dog on a lead if we're around other dogs on leads, as I don't want him winding them up

Dog owner 2 was unreasonable in letting dog 2 continue to harass dog 1 despite clear signs that dog 1 and owner 1 were not consenting or enjoying it.

What's the big deal putting one's dog back on the lead when it's hassling other dogs or people, it's really annoying.

Letting your dog run around doesn't mean they can be out of control. In a public place, you have to have your dog under control by law.

Dog2 owner. If her dog isn't trained then it should be on a long line. Yes we all have days when our normally reliable dogs just ignore us for no reason but after the first time it refused to come back she should have moved away to keep them apart. After the second time, back on lead, no more chances.

Dog owner 2 IBU. But it partly depends on whether DO1 told DO2 that their dog1 needed space. Not all dogs on leads need to have other dogs kept away.

Dog owner 2 is in the wrong.
Dog owner one knows they have issues with recall so keeps dog safely on lead. I have issues with recall. Dog is only off lead in safe secure spaces until they are sorted.
Dog owner 2 is lucky the dog didn't get bitten.
I am betting you're owner one and pissed off!! Try throwing a cheap ball for irritating dogs to chase before heading off?

Dog owner 2. In public places dogs should be under control. If it's running at other dogs it's not under control.

Dog owner 2, definitely. Your dog should be under control in a park. For dog owner 1, this meant putting dog on a lead.
Dog owner 2 should have either called her dog back in and put the lead back on if her dog has bad recall.

I have a dog that is reactive on a lead. My worst nightmare (which I've had to deal with more than once) is dealing with dog owners who cheerfully let their dogs run free and about that they're fineHmm as they approach me, then them getting irritable with my dog either reacts badly or I ask them to cal their dog away.

Poor recall he's not in control. If the owner knows his recall around other dogs is poor, dog 2 should be on a lead when another dog is in that park.

Dog owner 2, if she didn't make every effort to get the dog back and on lead. We can all get caught out occasionally by an unexpected situation/ reaction, but you do not stop until your dog is back on lead.

It's frustrating to have to put your own dog back on a lead because of another reactive dog, but that's life.

I would have either walked somewhere else or came back later.

But i can let mine off her lead and she won't run up to any other dog so I would have still been able to let mine off and walk as far as away as I could

I'm the owner of the on lead dog.
Dog owner two definitely saw us as we came down the same path and she let her dog off at the side of ours.
