Which dog owner is in the wrong?

Dog owner one takes her dog to the community park on the way to somewhere else (not the kids park part BTW but fields and gardens). Dog one is barrier reactive to other dogs if they run at it in a bonkers giddy but not nasty way. Dog one is fine with other dogs off the lead but will chase squirrels so on lead in this area.

Dog owner two comes on to the park and sees it as a place she can let her dog run free. One of the only places she can. She let's her dog off and it runs round the park repeatedly running at dog one who then diving about on a short lead and being a pain for owner one. She tries to shout him back but he doesn't come back and keeps running at the other dog for the entire walk through the park until dog ones owner leaves.

Is dog owner one at fault for taking their dog on the park when they know they might encounter off lead dogs who will run at them.

Or dog owner two for not having control of their dog.

I'd assume owner 1
You don't often see owners of non reactive dogs use terms like barrier reactive.
Plus how would DO2 know DO1 was only there on the way to somewhere else

Dog owner 2 as she is not in control of her dog. If recall is bad dog should be kept on lead.

If dog 1 was on the lead continuously then dog owner 2 was in the wrong. No dog should be allowed to run up to a leashed dog.

Was your dog on a proper lead or an extended lead OP? If extended lead owner 2 may have thought your dog was free to run (and play) as it is difficult to see the line of an extended lead from a distance

Owner 2 is in the wrong and would be in the eyes of the law.
