As far as I'm concerned, Pippa can invite who she likes, it's her wedding. Spencer is a twat, so I wouldn't be too accommodating either.

Btw I think it is normal to invite sister's in laws to wedding whether or not they are majestic. Also think boy/ girl friends only get an invite if they are looking like long term material ... even more especially when the individual is part of wedding party... one might give a +1 to a guest that otherwise wouldn't know anyone.
