Apparently, his wish may be that his ashes to be scattered on Saddleworth Moor. He should not have the final laugh at the victims, their families and all the people who were appalled at his despicable crimes. Saddleworth Moor must not be tainted by him any further.

I believe that executed prisoners in the States are buried in the prison grounds, with the only marker being their prisoner number. This may not be true for all states.
