I seem to remember and article from the last thread (?) about why the Dems know that the GOP will go nuclear and they don't care. It said that the fillibuster has mainly been used by GOP in the past and that a lot of Dems don't think it should be a rule anyway. Also, by backing them into a corner so they go nuclear so quickly they end up looking pretty bad and leave themselves nowhere to escalate to in future. It is a thought out strategy from the Dems i think.
