What on earth is this? (Found outside my house)

Yesterday came home to find a bit of folded-up paper wedged in a crack in the fence wall bit (pavement goes right past it). Opened it up to find 2x2p coins inside unrecognisable writing - see pic!
What is this?

Oh dear, hopelessly. That actually makes sense. I was struggling because I couldn't find the little sticky-outy bits to orient myself ("teeth" would be a good description). But if a Mongolian can't translate it, I doubt someone like me who studied it for barely a year could...

Although DH also studied Mongolian and is a linguist (and knows a bunch of linguists). I've sent the stuff to him - will report back if anything comes of it!

There are Mongolian restaurants in Bristol. Would someone there be able to read it?

So are we now thinking it's Mongolian and not someone with MH issues?

Can I just say how seriously impressive the MN knowledge base continues to be? All so interesting. Your contributions of all stripes are making this one of my favourite threads.

A poster has contacted me about a similar note she found some time ago, but hasn't been able to find hers yet... but guess what, it was on the street directly next to mine! So must have been going on for quite a while (assuming it is the same person!). Will update (or she can!) when I know more!
Still doesn't really explain what it is but it's so interesting. Haven't had a chance to ask any neighbours yet but will this weekend. There are quite a lot of renters that move in and out but some have been here ages.

I've checked and there's no CCTV pointing in our direction :(
