To not pay the fine?

Asking for a friend (honestly! Not me)
She was parked in a car park and dropped a cig end out her window. Was approached by a guy from the council and issued a fixed penalty notice for littering - £75 I think.
She is considering not paying & running the risk of prosecution/going to court. I'm not sure if this is wise but then I'm very much a rule-follower and err on side of caution.
What do people think, is she likely to get away with ignoring the fine? She thinks will be fine & they won't bother to chase.

They will chase it up, she should pay.

Happens all the time where I live. We have people paid to go out looking for and fining people who throw away cigarette butts.

The don't care about any other littering - just cigarette ends. You could tip out a black bag full of rubbish and they would walk past you without batting an eyelid. I've even seen someone get fined when they used an ashtray bin but the wind blew it back out again and it landed on the ground. They picked it back up to put back in the bin but the fact it hit the ground gives them the right to issue a fine.

Most people I've spoken to just give them fake names and addresses to avoid the fine. If your friend has given them her details then she will need to pay the fine.

She needs to pay. They will chase because it's mostly automated now and the council don't actually need to do anything e.g. check logs, write and post letters.

It's basically the same with parking fines, if you don't pay the price just goes up (except with a parking fine you might be able to argue your case).
