DH has just gone out to meet his mates on bike dressed as per above.

On my insistence he does have crappy front and back lights (back light attached to back of said hood Hmm) so I guess at least he won't get fined by the police who are having a local crackdown.

AIBU to have berated him as he was leaving for not considering potential impact on

Me

Should he have an accident because of this?

I might add he doesn't get paid if he can't work so even a minor accident could have serious financial impact on us (I also work but we need both wages)

The helmet is not the issue. The invisibility and blocked ears are the problem.

Do you not have those incredibly cheap hi-viz vests that are compulsory to carry in cars here in France? My o/h always wears one whenever he's on his bike - even when cycling in daylight and I wear mine when I'm out in town on my bike after dark.
I have nearly mown down several pedestrians on unlit roads without pavements on my way to work this week - why do these mornons not understand the danger in which they are placing themselves? Darwin Award is right.
The solution is simple - Karl Lagerfeld fronted the publicity campaign here - the slogan was "it's yellow, it's not pretty and it doesn't match anything but it could save your life"
