I'm not sure who "they" in this context is. By Northern American standards MA has very tight gunlaws, including compulsory licensing and purchase approval, which puts it on a footing similar to Canada. Whereas the neighbouring NH is pretty much the wild west. Compare and contrast the tables in:

So although (the people's republic of) Massachusetts' laws don't conflict with the second amendment (and can't, as such laws would be struck down) they take the constitutional language as far as it can, and regulate gun ownership pretty heavily. New "live free or die" Hampshire hasn't passed equivalent laws. On the other coast, California's laws sit midlaw between the two examples above.
