A plastic bag for a portion of chips?

Actually two portions - large.
I fully support the 5p charge, l've always got my reusable bags with me anyway.
However, on Friday the local chippy wanted to charge me for a flimsy plastic bag to take our chips home.
Chips are boiling hot, and greasy even through a couple of layers of paper.
I was under the impression that small shops won't /shouldn't charge? I also thought fast food was exempt?
If l return, l will (naturally) take a plastic bag. In the meantime AIBU? :)
