In this kind of situation I just feel sorry for the children and wonder what else they have to witness?

On situations where a parent has an alcohol problem they would be given an opportunity to make changes and seek help for their alcohol problem before any care proceedings would take place even then it would not be immediately permanent unless there were proven evidence they were a danger and not committed to change.

I can understand that but even with her having been in that state? The children seem quite young?

It would take someone to report it and social services to turn up unannounced and find she was in that state, they are likely to inform anyone who alerted them to this to call the police for immediate action. A social worker turning up and seeing her in this state would encourage her to identify a family member to care for them until she was sober or they would request the police make an emergency protection order, but that would only be the polices decision to remove them regardless of what any social worker recommended and an EPO is temporary, so either would need to go to an interim order where they would identify foster carers whilst the LA made a decision or everyone involved agreed they would be returned with a child protection conference.

If she's like this all the time or a lot of the time, which I suspect she is by her childrens reactions, then I defintiely think she needs some sort of help.
