Hearing test is a very good idea.

I bet she whinges a lot doesn't she? I have 2 2.8 year olds who are slow with their language and the bloody whinging and whining and crying when I can't immediately tell what they want from the pointing and wailing is so draining!

So no advice, sorry - hope it get's better soon.

Please don't feel like the world's mum- you are far from that. Sometimes it is so hard to see what is staring you in the face. I work with children your daughter's age and a lot of times a parent will feel they have let their child down by not spotting something that a practitioner picks up on, such as speech problems, development delays and hearing problems. Sometimes it just takes a different perspective.
