Why does everyone assume that Sam is Norman's father just because of the hair colour? Dilys might dye her hair black now, but back in the days when she was a bendable rubber figurine, her hair was red too. I think Sam is far too prim and upstanding to deny all knowledge of his offspring - my money is on Steele being the father. He'd have to cover up the affair because of Mrs Steele, and he does have a paper aeroplane/kite based relationship with young Master Price.
